IMPORTANT POINTS ON WHICH ACTION NEEDS TO BE TAKEN FOR ENACTMENT OF ACT (Annexure I)

The particulars of its Organization function and Duties.

The Director, NICD being the Head of the Institute has been delegated all the powers except the following 3 powers.

• Creation of posts;
• Write-off of losses and
• Reappropriation of funds exceeding 10 per cent of original budget provision for either of the primary units of appropriation or sub-head i.e., the primary unit or sub-head from which the funds are being reappropriated or the primary unit or sub head to which the funds are to reappropriated, whichever is less. The officer of the rank of Joint Director has been declared as Controlling officer on behalf of Director, NICD for performing various duties with regard to countersignature of all kinds of bills.
  There are eight divisions at NICD, which are headed by an officer of the rank of Consultant (SAG level) or Joint Director for the smooth running of the division. For proper /smooth running of the Administrative work, there are two Administrative Officers & one Stores Officer. Out of two Administrative Officer, One looks after the Administrative work and another acts as Drawing and Disbursing Officer at NICD, Delhi and take proper care of Accounts, Budget & General Service Section at NICD, Delhi. Stores Officer procures & distributes the materials like Kits, Chemicals, Machinery & Equipments, Office Equipment, Furniture, and Stationery etc. to the different Divisions/Sections at NICD, Delhi. 
  There are eight branches of NICD located at Alwar, Rajahamundry, Calicut, Varanasi, Banglore, Patna, Jagdalpur and Coonoor, which are headed by the officer of the rank of Joint Director/Dy. Director. They are also Cheque drawing DDO in respect of branches under them except Jagdalpur Branch. 
  All the purchases of the Headquarter as well as Branches are made on the recommendations of the Purchase Committee and approved by the Director after following the laid down procedure under GFR at Hqr., NICD, Delhi.
  All the posts of the Headquarter as well as branches are filled through DPC at Hqr. Seniority list of Group “B”, “C” and “D” is combined in respect of staff at Branches & Headquarter.

   

Only after reviewing the matter in respective committee(s), the decisions are finalized at NICD, Delhi at the level of Director, NICD for which the Director has been delegated the powers. 
For major decision, the cases are referred to Dte.G.H.S./ MOH & FW, New Delhi. 
All the cases are dealt with keeping in view the rules & regulation issued by the Govt. of India from time to time.

In NICD, the following are the Boards, Council and Committee:-
1) Departmental Promotion Review Committee.
2) House Allotment and Estate Committee.
3) Expenditure & Audit Review Committee.
4) Library Committee.
5) Purchase Committee (Material Supply).
6) Purchase Committee (Stationery/Office materials etc.
7)Building Maintenance & Development Committee.
8) Condemnation Board.
9) Environmental and Institute Waste Disposal Committee.
10) Branch Co-ordination Committee.
11) Steering Committee for Research.
12) NICD CD Alert other Publications.
13) Office Council.
14) Technical Specification Committee.
15) Equipments Maintenance Committee.
16) Committee for NICD Networking.
17) Fellowship Committee.
18) Goods Receiving Committee.
19) Staff Welfare Centre & Canteen Monitoring Committee.
20) Ethical committee.
21) Bio safety Committee.
However the meeting of these boards and committee(s) are not open to public or minutes of such meeting are not accessible for public.

The budget allocated to each of its agency, indicating the particulars of all plans, proposed expenditure and reports on disbursement made.

The manner of execution of subsidy programmes, including the amounts allocated and the details of beneficiaries of such programmes.

All Services like Consultation, Testing & Documentation to Research Scholars during training at NICD etc. are provided free of cost.

Details in respect of the information, available to or held by it, reduced in an electronic form.

The particulars of facilities available to citizens for obtaining information including the working hours of a library or reading room, if maintained for public use.

Library facilities are provided only to staff of NICD, NVBDCP Malaria Research Centre and research scholars during training at NICD.
